For every Minoo there is out there, there is at least one person who gets it right. This time, that person would be ATUSI. He released an edited Reisen that works like a hybrid of MvC and KoF, while doing his best to try and keep her balanced. Reisen has Cyclops' Optic Blast, Athena's Phoenix Arrow, can fire one of her own bullets, A Shoryuken-ish hop move, and Krauser-esuqe counter move. She also has Hyper Optic Blast, the Super Phoenix Arrow, and a Hyper Counter. Unlike most Touhou characters, this Reisen can not graze at all, and has a defense roll ala KoF. She can do slight aerial raves, but the damage output is balanced. She also has two strikers, but you can't spam them, and they only start where Reisen is. Overall, I like this character. The author tried well to balance Reisen and morph her from a Touhou fighter to a MvC/KoF hybrid, and I think the result is rather nice. All she needs now is a good AI Patch, and she's good to go. And now, I'll fight Jin's Krauser with an AI Patch equipped with her for your enjoyment, and I might be using her some more in the future, once I get better with her. Enjoy...
